PDW(Personal Defense Weapon) itself wasn't treated as SMG at the first time because of it's purpose(It is not machine pistol, it is not submachine gun, it is "Defense" weapon!), it's cartridges(PDW cartridge doesn't relate to pistol round at all. It is smaller version of high-velocity assault rifle round like 5.56 mm).

But as the Cold War ended, the main reason why this cartridge is invented(non-combat troops cannot stand aginast special forces like Spetnaz when they arm with Assault Rifle, and putting vest on, and non-combat troopers couldn't arm with assault rifle due to their situation, so they wanted something has recoil like SMG, but penetration like AR. That's why PDW is invented) is totally vanished. That's why the developers changed these as like SMG so that others can buy as SMG purpose. Kind of tricky and complicated story, but it is interesting to know this fact
