The primary reason why there are not allowed is because they are made by amateurs/users/unprofessionals.
I guess the equivalent to a movie would be if a bunch of college kids got together and made some lame film on their camcorder. If IMFDB allowed mods and flashgames then any swinging dick with flashplayer or modding software could make a page on imfdb and then the site would be clogged with crappy content.
