And at 650+ feet, a human being doesn't exactly rival Optimus Prime in size. I fail to see how an ACOG wouldn't be more than useful at such a range.

But when used in full auto and when your target is from the gates of the White House to the actual building itself, you might want to put those ACOGs on rifles than SMGs
