That was back in the day when we had spammer pages in foreign languages. Many of us users would just blank out the page and create something useful out of it. But that was before we realized that the best thing was to delete the crap page completely and start a real page from scratch. I used to do this BEFORE I was granted Mod status, and thus from then on, I could actually delete pages. Prior to that, we could just blank out the bizarre Thai or Chinese or Cyrillic pages and create a real page out of the space on the wiki, but not delete it.
