How much jail time and how much in fines can we be talking about here? It's not like they'd get any insurance money out of it either.
For this kind of incidents, the company must pay the fine for all the crew. If you don´t find any evidence, you can´t arrest them. Burning the vessel is cheaper than paying the fine, you´re going to lost all the cargo and the ship anyway.
