According to the first paragraph of wikipedia it was intended to be an American counterpart to the Japanese version called 2 chan (figured it would be japanese).

It was started by a guy from New York named Christopher Poole aka "moot" as a splinter group from SomethingAwful. The name 4chan comes from 2chan, a Japanese website that 4chan was modelled after, 2chan being an abbreviation of the English translation of the site's proper Japanese name; Futaba Channel (in English: Two Leaf Channel).
