Nah, tacticoolness is older than that. Check out this photo on the wiki, showing possibly the first tactical pistol ever:



I don't think modern optics or lasers are going to be of much use for one of those flintlocks, because flintlocks that use lead balls out of smoothbore barrels are fairly inaccurate. That photo you posted also makes me think the underbarrel tactical light might interfere if you need to take out and put the ramrod back in after loading the pistol.
