The rebels did liberate the airfields, tank depots and major armories in Benghazi and Tobruk by early March. The problem is that these airfields, armories and depots had the older, more obsolete equipment (a by-product of Gadhaffi's favoritism of western Libya and the concentration of his best military units around Tripoli), which put them at a disadvantage in terms of firepower from the start.

It kind of looks like someone is manning a DShK and it's placed behind the rocket pod at such an angle that they look like one super awesome weapon. I could be wrong though. But where the two connect, the field of view is off and how would you modify the firing system for the rockets with the original receiver of a DShK?

I dont think they are connected, it would be kinda hard to aim with that thing since they´re using tripods.
And look at the wires under the pod, I´m pretty sure they´re using the truck´s battery for firing them. So if you´re going to use the receiver, its simple: replace the trigger with a simple electric switch and that´s all. And dont forget to protect yourself from the rocket blast.

It looks like they're using a car jack to adjust the elevation.

The truck's all covered in soot, I bet it's from firing the rockets.
If anyone was standing behind that thing when it went off, they'd probably get roasted.
edit: Here's an Indian air force demo of 57mm rockets. Not gigantic back blast, but I still wouldn't want to be standing near one of those when it went off.
