Probably they didn't think it matters because very few people in the military actually are issued sidearms, let alone use them

Why bother when you have thousands of old revolvers sitting around that require no additional work ($$$$) to fire blanks? Especially if you have the spare parts and guns that'd be made available when such a gun is phased out of normal use
