Why were AR Psitols or the Taurus Judge invented?

I understand LE uses of carbines, especially whith jsp or jhp ammo, but as a military weapon you are limited to FMJs, need velocity, and need to compromise between manuverability room clearing and being able to engage distant targets. Police officers don't need to make 200 yard shots.
