No, don't think it's an HK, at least not the upper receiver.

Here's a visual.


Notice the HK receiver on the right and how the sight rail is higher compared to the M4 receiver on the left.

The DMR was designed with the uninterrupted rail so the sniper could swap out any scope or AN-PEQ device. It's basically an inconspicious M16A4 with sniper's delight modifications, and was built to look mostly like a standard M16A4 so snipers couldn't be easily identified by insurgents.
