Someone suggested that as well and yes, Phillip Seymour Hoffman works better over Seth Rogan because of how he acts. Seth Rogan is a funny guy and not a "villain" actor. The Penguin doesn't need to be cold and serious all the time, but he's just nowadays in comics, portrayed as a snitch, trading information kind of guy. He has some humor, but not comedy/action humor.
