I know writing was never a strong point in either CoD franchise, but this is kind of a big plot hole.
I bet the idea is that Yuri DIDN'T tell anyone about the plan thinking the Russian government wouldn't believe him. He was after all not part of the military and has ties with Makarov. They would have arrested him right away and locked him up like they did with Price.
