Given the haphazard way some of the paint is applied (with the outline of the carrying handle, in one case) I have a feeling most of the paint was applied by the cops. The stenciling on the barrels might be gang markings though.

Also it's silly to continue to refer to these organizations as "cartels". They do not operate that way at all.

That phrase implies a neighborhood or district in the southern portion of the central part of the city. What does exist is "South Central", so called because it is a neighborhood that is centered on South Central Avenue (the southern half of Central Avenue).
