Yep, that's a pistol-grip shotgun. It fires at least twice, possibly 3 times, but they gave it an SMG sound effect

If you go through it frame by frame, it is really odd with every other frame being totally black making it look like the gun is full auto.

Actually, it downright looks like digital muzzle flash. A bunch of near-identical flashes all in a row, no recoil or ejected shells.

Probably just filler effects, whipped up because they wanted to show off the scene but sound editing wasn't finished with it. I've seen it often in movie trailers. One example off the top of my head being the first trailer for Vampires Suck where a vampire attacking the female lead misses and emits a Howie scream as he's flying toward the wall, but in subsequent trailers it was changed to a less stock-sounding scream (which made the scene less funny, IMO) that better resembled the voice of the actor.
I like the premise of the movie, though. It's original.

Looking at the trailer, I'd hazard a guess that this isn't the actual scene for the film. They probably didn't have the shots of the shotgun firing finished (or it may not even be that guy who shoots him), so they took footage of a bad guy raising his gun and quickly slapped in digital effects and stock sound effects so they had something to release to the public.
