A piece of advice...
I don't care if it's your birthday, I don't care if you're in a strange city, I don't care how drunk you are, throwing a chair through the window of a bar with nine uniformed soldiers and two off-duty cops sitting in the back is a REALLY bad idea.

No, we let the two actual police officers take down / arrest him and made sure his friends didn't start anything. Unfortunately since they were in army uniform and civilian clothes they didn't have cuffs on them, and pretty much had to sit on him for 10 minutes till the on-duty cops turned up. Genius even took a swing at one of them.

Normally people go outside to fight, even at their drunkest. Was this even a fight or was the guy just being a spazz?

Are you serious? It's called a bar fight cause it takes place in the bar. If you're drunk enough or if someone wants to fight, they wont be polite and "Take it outside". No one does that. Even in the movies, no one "takes it outside"
