In Real Life, there are Cartel bounties on US Law Enforcement. Villamore killed the two Officers to collect the bounty on US LEOs. Plus by crossing the border he is causeing an international incident at a time and a place where the two countries are not co-operating against a common threat...ie the cartels. I'm not saying more because it will give away the plot too much.
