Not necessarily, there's a local company that makes supressors for the C9. Generally the rounds impacting the ground / troops are going to be what puts them on the ground, not the noise. We're trained to "react to effective enemy fire", the key word there being effective. And the nice thing about a supressor is it conceals the firing signature, and therefore position, of what is going to be the biggest target for return fire.
