If potential illegal immigrants knew that the worst that would happen to them is a free english lesson; It would encourage illegal immigration.

ILLEGALLY. Because of that they should be given no benefits and sent back to their home country. It's unfair to people who are in the long process of emigrating legally to give benefits to all these people who essentially cut in line.
