Could be a good idea for a short user-mod, but it would need to be fleshed-out a lot more to be a complete game. Although I dunno if you could find a way to integrate your character's personality (as you proposed) in an FPS - those kinds of games just inherently lack the means for character development. Even in the "Half-Life" games (which are just about the only first-person shooters with good storytelling), the protagonist is totally silent and never says a word.
