I believe the general logic is that the quote-unquote name allows it to be looked up easily, while also showing it's a made-up name (and in a real sense also a made-up gun since no JG AK Beta F that fires real bullets has ever existed). It's only based on the AK Beta-F (increasingly less so with each iteration, too), so it makes more sense to call it by it's fictional name in quotes to make it easy to look up rather than the name of the toy gun the artist had on his desk when he was designing it.
