I think anonymous users should not be allowed to make pages. Period. Some people are serious in editing and adding insight, so blocking them from editing isn't necesarily fair, yet I've had some jerk wads delete entire pages, including my profiles, so I don't think it would be a big deal if we blocked them from editing. It's not like it is punishment if someone makes a username and starts a profile...
