In 2009, the Tavor was selected to completely replace all weapon systems used by front line troops by 2018. So yeah, it would have been a gradual transition. he first Tavor (MTAR-21 variant) rifles were issued to new recruits of a main IDF infantry brigades in 2013, replacing the M-16 rifles
