In California it's not. My sister's brother-in-law tried to force his way into her house one day, which resulted in me, her husband, and my father all three going after him for what to anyone not utterly retard should be obvious reasons and guess what the responding cop told us? That since the guy didn't actually
succeed in getting inside, he didn't technically do anything illegal (
) and could press assault charges against us. The only reason he didn't was because he was too afraid of getting arrested on drug charges.
