Here they can only charge you if its a factor in another incident.

Example: Get speeding ticket, your charge is speeding.

Pulled over speeding on cell phone: charged with speeding and distracted driving.

We had alaw trhat said you could be charged with not wearing a seatbelt, but only if you were charged with something like speeding first. Eventually law was changed to make it so you can pll people over for no belt. Its just the states history, make a feel good law but dont give it any theeth.
