Orange with a tab sticking out of it. I guess it's a chamber safety flag. But my real question is if a snap cap would be considered as safe(albeit without the tab to remind you of its presence...

Safety device?
One of my friends has safety devices, that he puts in the chamber of his guns as an extra safety precaution. (Don't know what their called.) I'm wondering of a snap cap would serve the same purpose?
