Probably they didn't think it matters because very few people in the military actually are issued sidearms, let alone use them

Why bother when you have thousands of old revolvers sitting around that require no additional work ($$$$) to fire blanks? Especially if you have the spare parts and guns that'd be made available when such a gun is phased out of normal use

To be fair, I doubt anyone in the Army or MC is doing any MILES training with pistols due to so few actually being issued to infantry grunts. As for the AF, you have to keep in mind that their main priority is the $100 billion F-35 that got its ass kicked in a mock dogfight by an F-16, so a BFA system for the M9 is way down on the list.
