Safety device?

One of my friends has safety devices, that he puts in the chamber of his guns as an extra safety precaution. (Don't know what their called.) I'm wondering of a snap cap would serve the same purpose?

I know it wasn't the safety bullet.

What does it look like?

As a extra safety precaution against what? I don't see how it'd be safer than a gun that's completely unloaded, or just without a round in the chamber. (Assuming it's not a revolver.)

Orange with a tab sticking out of it. I guess it's a chamber safety flag. But my real question is if a snap cap would be considered as safe(albeit without the tab to remind you of its presence though.)?

snap caps are safe, i think the orange thing is a empty chamber indicator, they use them at the ww2 matches around me so you can tell the status of a rifle when doing safety observation.
