Summary of Senator Feinstein's AWB Legislation
Straight from the horse's mouth:
feinstein.senate.gov/public/index.cfm/assault-weapons (Hot linking deliberately disabled, so you'll have to copy and paste.) ------------------------------------------------------------------- Stopping the spread of deadly assault weapons In January, Senator Feinstein will introduce a bill to stop the sale, transfer, importation and manufacturing of military-style assault weapons and high-capacity ammunition feeding devises. To receive updates on this legislation, click here. Press releases Feinstein to Introduce Updated Assault Weapons Bill in New Congress, December 17, 2012 Feinstein Statement on Connecticut School Shooting, December 14, 2012 Summary of 2013 legislation Following is a summary of the 2013 legislation: Bans the sale, transfer, importation, or manufacturing of: •120 specifically-named firearms •Certain other semiautomatic rifles, handguns, shotguns that can accept a detachable magazine and have one military characteristic •Semiautomatic rifles and handguns with a fixed magazine that can accept more than 10 rounds •Strengthens the 1994 Assault Weapons Ban and various state bans by: •Moving from a 2-characteristic test to a 1-characteristic test •Eliminating the easy-to-remove bayonet mounts and flash suppressors from the characteristics test •Banning firearms with “thumbhole stocks” and “bullet buttons” to address attempts to “work around” prior bans •Bans large-capacity ammunition feeding devices capable of accepting more than 10 rounds. Protects legitimate hunters and the rights of existing gun owners by: •Grandfathering weapons legally possessed on the date of enactment •Exempting over 900 specifically-named weapons used for hunting or sporting purposes and •Exempting antique, manually-operated, and permanently disabled weapons •Requires that grandfathered weapons be registered under the National Firearms Act, to include: •Background check of owner and any transferee; •Type and serial number of the firearm; •Positive identification, including photograph and fingerprint; •Certification from local law enforcement of identity and that possession would not violate State or local law; and •Dedicated funding for ATF to implement registration A pdf of the bill summary is available here: feinstein.senate.gov/public/index.cfm/files/serve/?File_id=10993387-5d4d-4680-a872-ac8ca4359119 There it is folks. Senator Feinstein is one of the most vocal anti-gun senators in the nation. She has stated on the record that if she could she would have Americans turn in their firearms the next day. It's no secret and this time she's feeling pretty confident. So if you find this act of her's to be disturbing get busy and start doing all that boring stuff like contacting your reps, contacting the NRA and so on. Feinstein has been waiting for an opprotunity like this for years. |
I don't see it passing as is, especially registering under the NFA bs. Who's going to pay for the dedicated funding? Trying to bite off more than she can choke on.
|
I agree, but it's important that this information be put out there. Personally I hope that NPR and the other anti-gun folks keep at it. Keep beating that drum because they're getting people (on our side of this issue) angry and fired up.

I really need an image of an AC566 with a fixed stock plus a five round magazine and an AR15 with a grippod and as many other "evil" features i can cram onto it as i have an Idea for a bit of counter propaganda.

You mean show how the Anti gun people can't tell a Machinegun that falls under legal restrictions dateing back to 1934 and a rifle that is very popular for hunting, target shooting and competition?

I thought passing ex post facto laws was forbidden under the US constitution, meaning that the last part about people who currently legally own "assault weapons" having the register them would be quite clearly unconstitutional would it not?

So this bill doesn't ban the possession of the weapons it's trying to ban...which won't change a damn thing
|
The first time I read it I missed the point about going from 2 characteristics to 1 characteristic. Along with the thumbhole stocks and bullet buttons being banned, this essentially means that any ar-15 will be banned doesn't it? Even the post ban Colt MT rifles would be classed as "assault weapons" as they have a pistol grip. Only way you could have an AR-15 would be for it to have a permanently attached magazine which could only be loaded by "breaking" the rifle like a shotgun and loading with stripper clips.
The whole idea of banning particular weapons based on their furniture never made any sense to me. Either you ban all semi-automatic rifles above a certain caliber, or allow them all as they are basically the same. If this does pass, sales of the Kel-Tec SU-16CA will go through the roof. |

I hate to sound like a broken record, but we're already compromising on things like SBRs and for some stupid reason, an extra vertical grip on pistols and other things that don't stop crime. This bill still misses the point of gun crime done by criminals who are already breaking the law. They don't obey the laws already in place, they are breaking the law to commit crimes obviously and they are going to keep on breaking the laws to do whatever they want. If this law even in a snowball's chance in hell of passed, the criminals will keep their guns, keep committing crime regardless of whatever laws that will pass. Quote:
A handgun like the C96 would be selling like hot cakes because it is a 10 round non detachable magazine handgun, who knows, if the bill sticks, companies might even have to make some kind of new variant of handguns to work with stripper clips if current handguns with "high capacity" magazines have to be registered. Revolver sales will go through the roof. |

Actually, it'd be pretty cool to see C96 production restarted, or a 5.56 or 7.62x39mm M1 Garand.

feinstein bill says it cant have more than 1 military feature. Military features now includes detachable mags and pistol grips. So pistols are banned. And it says grandfathered weapons must be nfa registered. Many states ban carrying nfa weapons.
I have no fear of her bill. When bidens bill comes out, well, thats different. But knowing him he'll probaly make it legal to sell a ma deuce at wal mart by mistake. |
I don't understand her either. She's wealthy, I'm fairly certain an elitist and old. Seventy-nine. She turns eighty in June. I think that much of what she does is to appeal to her core supporters in and around San Francisco and nothing else. The hell with legalities. But nevertheless I figured everyone should know the details. So she doesn't slip it through on the sly.
|
She really doesn't understand what her new bill is going to do to the NFA. They and the ATF will be annoyed as hell with the literal millions of forms they need to review and approve since the bill makes a Glock into an assault weapon

Secondly, some of the guns that are specifically named in this bill are just plain ridiculous. Some are to be expected and would be banned anyway based on the criteria like the AR-15s and AKs, but some have absolutely no business being there at all. For example, Barrett M82A1s and M107s. Are these assault weapons? Has anyone ever shot up a crowded public area with an anti-material rifle? No, this is just an excuse to slip stuff like this into a ban under the radar. I don't even understand the need to ban high caliber rifles, they cost an absolute bomb and how many have ever actually been used for criminal purposes in the USA? There are also some other rare and expensive guns that have probably never been used in a crime, like the H&K PSG-1. I'd also be curious to know how many shooting have ever been carried out with an FN LAR, or a SIG AMT They are also including .22 replicas of "assault weapons" like the Umarex Uzi Rifle and Armalite M15 22LR Carbine, implying that they care more about how something looks than how it functions. I had previously said that Kel-Tec would probably do pretty well out of the ban with their SU-16 series, but that will not be the case as they are specifically banned along with the RFB and Sub-2000, so they have gotten well and truly shafted. I had previously read that Kel-Tec heard the KSG was going to be on the list but it isn't, maybe this is a draft and they forgot it. I am also puzzled as the why they ban the LAW-12. I can understand the SPAS-12 as it looks "scary" and that is apparently not allowed, but I wouldn't say the LAW-12 is aesthetically or functionally different to many other semi auto shotguns which are not named, like the Benellis. Not related to the list, but the "37% of police departments reported seeing a noticeable increase in criminals’ use of assault weapons since the 1994 federal ban expired" fact made me laugh, as if you actually think about it, it sort of implies that assault weapon usage has actually gone down rather than up. |
I love how they consider bayonet lugs evil, has there ever been a crime commit with a bayonet, or a mass shooting that involved stabbng people with your gun?
|
One of the guns on display was a Beretta Cx4 Storm. Feinstein is roping this rifle along with other Assault Weapons. How is a rifle that was originally not designed as a military weapon. There's a military variant of it, but as far as I can tell, it was turned into a full auto SMG after the civilian rifle was out.

Well Fineswine has admitted that it's poposal will violate people's rights.
I forget what is the penalty for violating an Oath to protect and Defend the US Constitution? Isn't doing so something called Treason. |
Like Obama won't let her off?
