All you do is type (or highlight, copy, and paste) a suspected spammer's username, email address, or IP address into the search bar and click "search". You can get multiple different results (i.e., alternate email addresses, IPs, and usernames) by searching all three.

How do I know their IP address and email address? The spambots in this site don't seem to have emails.

Only administrators and (sometimes) moderators can see those. I don't know how VBulletin software works, but I imagine the principle is the same and a mod or admin can bring up our accounts in the administrator control panel where it lists our IPs, usernames, and email addresses.
