If you have the same privileges as I do, I don't think you can. I know Evil Tim has been looking for a password reset for a while now, and I'd like to do that for him, but I don't think I have the privileges for it. As for account creation, I think only Bunni and Zackmann have those privileges. I know the last batch of forum requests only went through when someone contacted Bunni directly and asked him to go through them, I think you'll have to do that again.
